President Jeremy Pickard called the meeting to order.  Recognized Veterans Day today.

Board members present:   Mary Allred, Denise Chittick, Gabrielle Frederick (arrived at 6:18 p.m.), Jeremy Gugel, Jodi Meader, Jeremy Pickard, and Marianne Schlabach.

Board members absent:  Jodi Meader, Gabrielle Frederick (arrived at 6:18 p.m.).

Also Present:  Mark Schneider, Jeff Swartzentruber, Robin Foster, Rachel Kerns, Marc Pennington, Bill Poock, Amy Shalla and Jay Strickland.

Marianne Schlabach moved to adopt the agenda as presented.  Seconded by Jeremy Gugel.  Motion carried 5-0.


High School Report

Jay Strickland, Principal at Mid-Prairie High School, focused on the program and outcomes at the High School.  He invited a group of 3 teachers and 4 students—from each class—to share about their experiences at the High School.  The sub-title of the presentation is “Life in the Trenches” served as the theme.  Students shared what the liked and would not change and something they would change.  The presentation ended with a discussion of the Activities and Conference make-up.  The Board affirmed the report.

Enrichment Learning Program Report

Rebecca Yoder and Kurtis Broeg, ELP/TAG Teachers in the District and at the High School, respectively, discussed the Enrichment Learning Program.  They shared their Mission and Beliefs Statements as well as the Program Services and Opportunities.  Some of the clubs are student organized, student driven, and student led.  They also shared some ideas for future programs.   The Board thanked the staff for sharing their vision and passion.

Fundraising Requests

Mid-Prairie Wrestling requests approval to raise funds through sale of Soy Candles for payments to volunteer coaches, coaches apparel, hotel rooms at the state wrestling tournament, coaches fees, and other miscellaneous extras for the season;

Approve Additional Insured Booster Group/Club

The MP Archery Club to benefit Mid-Prairie students requests to be covered under the District Insurance Policy as an Additional Insured Group for the annual fee of $250; 

Jeremy Gugel seconded the consent items.  Motion carried 6-0.

Short and Long Range Planning

Second Assistant Wrestling Coach

Superintendent Schneider and Activities Director Tyler Hotz along with Justin Garvey Head Wrestling Coach discussed the need for an additional High School Assistant Coach due to the increased participation in the Wrestling Program.  Currently, there are 34 wrestlers in the program this year—new is an increasing number of girls, currently 5.  It is believed that the girls wrestling program is poised to grow.  Recommendation is to begin the process to advertise for hire for this position with an annual review related to need and numbers. 

Denise Chittick moved to approve the posting of a new High School Assistant Wrestling Coach for the 2019-2020 season.  Mary Allred seconded the motion.    Motion carried 6-0.

Washington and Johnson County Conference Boards

The board discussed who the representatives for these boards will be for the 2019-20 School Year. Both boards work to approve the County Budget via the Assessor’s Office.  It is noted that Gabrielle Frederick is the Johnson County resident amongst the School Board Members.  Gabrielle Frederick represented Mid-Prairie at Johnson County and Jodi Meader represented Mid-Prairie at Washington County in the prior fiscal year.  Mary Allred volunteered

Mary Allred moved to approve Gabrielle Frederick as the Johnson County Representative to the Johnson County Conference Board for the 2019-2020 School Year.  Marianne Schlabach seconded the motion.    Motion carried 6-0.

Gabrielle Frederick moved to approve Mary Allred as the Washington County Representative to the Washington County Conference Board for the 2019-2020 School Year.  Marianne Schlabach seconded the motion.    Motion carried 6-0.

Interest Based Bargaining School Board Representative

The board discussed who the representatives from the Board will be for the 2019-20 School Year.  Emily Uhl and Marianne Schlabach served in this capacity last year with approximately two meetings per month from November to March or April and scheduled to precede School Board meetings.  The first meeting will be prior to the November 25th School Board meeting.  Then future meetings will also be prior to the School Board meetings.  Marianne Schlabach and Denise Chittick both volunteered to serve for the upcoming year.

Gabrielle Frederick moved to appoint Marianne Schlabach and Denise Chittick as the School Board Representatives to the Mid-Prairie School District Interest Based Bargaining Committee for 2019-20 School Year.  Mary Allred seconded the motion.    Motion carried 6-0.

Second Reading School Board Policies – 606.7 Therapy Dogs and 606.8 Service Animals

The policies passed on First Reading at the October 28, 2019 School Board Meeting.  Additional discussions and questions were requested.  A recommendation for approval on Second Reading as presented is requested at this time.

Denise Chittick moved to approve School Board Policies 606.7, Therapy Dogs as presented on Second Reading.  Marianne Schlabach seconded the motion.    Motion carried 6-0.

Marianne Schlabach moved to approve School Board Policies 606.8, Service Animals, as presented on Second Reading.  Denise Chittick seconded the motion.    Motion carried 6-0.

There were no unfinished items from the Work Session section of the meeting.


Announcements and Suggestions for Next Agenda

The next regular Board meeting will be on Monday, November 25, 2019, at 6:15 p.m. at the Central Office Community Room.  Agenda items to include:  Board Organizational Meeting and Superintendent Evaluation top the majority of the agenda. The latter will be in Closed Session. Evaluation Forms are to be returned to Swartzentruber by noon on Friday, November 22nd.  The Board discussed the evaluation process and changes for futures years based on current practices suggested at the State level.

Announcements:  Swartzentruber discussed the recently completed Audit Fieldwork and the three journal entries; Swartzentruber noted that the Line Item Budget for 2019-2020 has been loaded to the software and encouraged the Board to let him know of questions as they reviewed the summary report; Six of the Board Members will be attending the November 21st is the IASB Annual Conference, leaving at 6am from the Central Office.

Closed Session

Pursuant to Iowa Code, Chapter 21.5j, the Board may enter into closed session to discuss the purchase of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property.  President Pickard requested a motion to move the Board to Closed Session.

Gabrielle Fredrick moved to have the School Board move to closed session pursuant to Iowa Code, Chapter 21.5j.  Mary Allred seconded the motion.
