RETIRING SCHOOL BOARD

President Jeremy Pickard called the meeting to order.

Board members present:   Mary Allred, Denise Chittick, Gabrielle Frederick (left the meeting at 7:26pm), Jeremy Gugel, Jodi Meader, Jeremy Pickard, and Marianne Schlabach.

Board members absent:  Gabrielle Frederick (effective at 7:26 p.m.).

Also Present:  Mark Schneider and Jeff Swartzentruber

Marianne Schlabach moved to adopt the agenda as presented.  Seconded by Jodi Meader.  Motion carried 7-0.

Consent Items

Jodi Meader moved to approve the following consent item.

Approve Minutes of November 11, 2019.

Motion seconded Denise Chittick.  Motion carried 7-0.

Acceptance of Election Results

The Abstract of Votes from the November 5, 2019 election was presented.    Jeremy Gugel was elected to fill the term vacated by Jim Hussey/Gerry Kahler to the November 2, 2021 election.  The votes were:  Jeremy Gugel (464 votes out of 467 votes), Unopposed.  Mary Allred (315 votes), Denise Chittick (390 votes), Jeremy Pickard (388 votes), and Marianne Schlabach (413 votes) were all elected to 4 year terms expiring on November 7, 2023 election.  The Abstract of Votes for Measure VF—Voted PPEL—received 380 (75.4%) Yes Votes versus 124 (24.6%) No Votes, the measure passed by the voters.  The Abstract of Votes for Measure VG—SAVE Fund Revenue Purpose Statement—received 428 (84.8%) Yes Votes versus 77 (15.2%) No Votes, the measure passed by the voters.  

Denise Chittick moved to accept the election results as presented in the Abstract of Votes.  Seconded by Jeremy Gugel.  Motion carried 7-0.

Adjournment (Sine Die) The Board President adjourned “sine die” the final meeting of the 2018-2019 School Board at 6:20 p.m.

Denise Chittick moved to adjourn the meeting.  Seconded by Mary Allred.  Motion carried 7-0.

New Board of Education – Organization of the 2018-2019 Board

Board Secretary, Jeff Swartzentruber, called the meeting to order at 6:21 p.m.

Oath of Office for Newly Elected Board Members

Board Secretary Swartzentruber administered the Oath of Office to Mary Allred, Denise Chittick, Jeremy Gugel, Jeremy Pickard, and Marianne Schlabach.

Nominations for President of the Board of Directors for the 2019-2020 School Year: Gabrielle Frederick nominated Marianne Schlabach for President of the Board.  Additional nominations were requested by Swartzentruber, and there were none.   Seconded by Jeremy Pickard.  Motion carried 6-0 as Marianne Schlabach abstained from voting.

Nominations for Vice-President of the Board of Directors for the 2019-2020 School Year:  Marianne Schlabach nominated Jeremy Pickard for Vice-President.  Additional nominations were requested by Swartzentruber, and there were none.  Seconded by Mary Allred.  Motion carried 6-0 as Jeremy Pickard abstained from voting.

The Oaths of Office were administered to Marianne Schlabach as President and Jeremy Pickard as Vice President of the School Board for the 2019-2020 School Year.

New President Marianne Schlabach called the meeting to order.

Gabrielle Frederick moved to adopt the agenda as presented.  Seconded by Jodi Meader.  Motion carried 7-0.

Benjamin and Davinia Elwood request Esther Elwood (Grade 2) and Thomas Elwood (Grade 1) attend Mid-Prairie’s Home School Assistance Program from Iowa City Community School District for the 2019-20 School Year;

Contract issued to Brock Brenneman, Assistant Middle School Wrestling Coach, $1,478.45 per season;

Contract issued to Mariah Swartzentruber, Assistant High School Softball Coach, $2,767.66 per season;

Increase the portion of Family Health Insurance paid for Carmela Ulin from 79% to 100% effective January 1, 2020;

Winter Volunteer Coaches:

Cameron Tolander, High School Assistant Wrestling Coach; $-0-;

Shannon McCain, High School Assistant Wrestling Coach; $-0-;

Tim O’Toole, Freshman-Sophomore Basketball Coach; Up to $2,000 from Basketball Resale;

Fundraising Requests

Boys Basketball requests approval to raise funds through letter writing campaign from November 18th to December 31st to be used volunteer coach payments, player/coach apparel, and team equipment;

Denise Chittick seconded the consent items.  Motion carried 7-0.

Short and Long Term Planning

IASB Convention Reports

The Board discussed their experience at the IASB Convention held on November 21st in Des Moines.  Jeremy Gugel, Gabrielle Frederick, Jodi Meader, and Denise Chittick attended as representatives of Mid-Prairie.  The Board discussed the impact of speakers.  Gabrielle Frederick discussed her participation in the delegate business session and the legislative initiatives acted upon by the delegates.  The Board members also reported on breakout sessions attended.

Closed Session

Superintendent Mark Schneider’s evaluation by Mid-Prairie School Board

Jeremy Pickard moved to adjourn to closed session to evaluate the professional competency of an individual whose hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual request a closed session as provided by 21.5(1)(i), Code of Iowa.  Seconded by Gabrielle Frederick.

Closed Session

Pursuant to Iowa Code, Chapter 21.5j, the Board may enter into closed session to discuss the purchase of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property.  President Pickard requested a motion to move the Board to Closed Session.

Jeremy Pickard moved to have the School Board move to closed session pursuant to Iowa Code, Chapter 21.5j.  Denise Chittick seconded the motion.

Announcements and Suggestions for Next Agenda

The next regular Board meeting will be on Monday, December 9, 2019, at 6:15 p.m. at the Central Office Community Room.  Agenda items to include:  TLC will provide a report; An Early Separation Agreement Proposal; Superintendent Commitment Statement; SBRC Resolution for Increasing Enrollment and ELL Beyond 5 Years; Facilities Report will be January last meeting.
